Lavrov’s assertion is a stark shift from Russia’s earlier stance on NATO enlargement. Dmitry Medvedev, deputy chairman of Russia’s safety council, argued in April that such a transfer would justify Russia deploying nuclear and hypersonic weapons to its Western border with Finland.
